The plan discussed by Finance Minister Bezalel Smotrich would give civilians working for him in the Defense Ministry more authority in the occupied territory instead of the military, and has been implemented incrementally over the last 18 months, New York Times reports

Israeli Finance Minister and Minister in the Defense Ministry Bezalel Smotrich was recorded telling settlers in the West Bank that the government is working to quietly pass authority over the territory into the hands of civilians, instead of the military, the New York Times reported on Friday.

The plan, which would give civilians working for Smotrich in the Defense Ministry more power, has been underway for the last 18 months, the Times said. Its intended goal is annexation of the West Bank with much less attention. "It will be easier to swallow in the international and legal context," Smotrich was quoted saying. "So that they won't say that we are doing annexation here."

'I'm telling you, it's mega-dramatic," Smotrich added in the June 9 speech. "Such changes change a system's DNA."

According to him, Prime Minister Benjamin Netanyahu is "with us full on."

Smotrich added that he created "a separate civilian system" while allowing the defense ministry to be involved, to create the impression that the army maintains authority.

"Reporters for The New York Times listened to a recording of the roughly half-hour speech that was provided by one of the attendees, a researcher from Peace Now," the report read. "A spokesman for Mr. Smotrich, Eytan Fold, confirmed he gave the speech and said the event was not a secret."

Israel's top court has long provided tacit approval for the occupation through ruling that it is a temporary military occupation and not a permanent civilian annexation overseen by civil servants.

The recording comes as several countries, among them Armenia, Spain, Ireland and Norway, have recognized a Palestinian state amid the Israel-Hamas war.
